I think they've been trying to pass these new laws for a while now... I keep seeing the issue come up here and there..

hmm but why would they make it only apply to the "B" word? It's good to see they want the mine owner or operator help responsible for safety as well.

It only applies to the Bitty mines because they're using to much mechanization these days, and the law doesn't really cover it. All of the Bituminous mines are using continuous miners and longwall miners to mine the coal. In the Anthracite mines, however, it's almost all drilling and blasting with dynamite still today - same as it was 100 years ago. Thats why it only applies to Bituminous mines. Anthracite mining techniques haven't changed.

There are 2 exceptions to that - Harmony Mine and Kimmel's # 1... but not enough to change the law completely.
