What else could there be?

I seriously doubt that the geology is that much different, or the coal that much more gassy. Those could be factors, but the methods would just need to be adapted.

In many of the other parts of the world and even here in days gone by. The mindset was that workers were expendable.

As much as I don't like Unions. The concept does keep bad management at bay. I will give them that.

As I have said before it is managements moral obligation to respect and to an extent look after their workers.

Someone correct me if I'm wrong. But, I doubt China has an MSHA. And if the mine is owned by the Government, and safety is regulated by the Government.
There is a problem, no oversight.

So, as long as there are people waiting for a job. There is no pressure to improve safety. Then replace the moral issue with a desire for profits.

Coal MIne blast are common. We have to drill carefully while minning coal.

I think the chinese safety is poor but they do have alot of people willing to work
