 Post subject: Tipple operations

I have a model railroad of the Norfolk & Western railroad. I am modeling a branch line that serves several tipples and one large breaker with it's own dedicated switching locomotive. Would the engine have been owned by the railroad or the coal company? if they had to, would they refuel the locomotive by loading the tender with coal at the tipple? would the breaker have a small servicing area for the switcher?

Can anyone clear this up for me?

My guess is the engine would have been owned by the Railroad. But I suspect you could find a odd case when a Coal Co maintained the engine and the branch. A lot would depend on the time period and union rule in that local. Here in the Illinois Basin there are examples in the 60's of locos painted for the Coal Co. Peabody has several.
