Does MSHA regulate/inspect tour mines? A local community is wanting to reopen an old bootleg drift for tours a couple times a year. Other than safety issues what are the legal issues for doing this?

Nope. The alphabet people only regulate active coal mines. And the state only goes in to regulate them because its required by the tours insurance companies.
